Project Overview

The Wooreen Battery Energy Storage System (BESS) is one of Australia's largest utility-scale battery storage developments, delivering 350 MW of storage capacity to strengthen Victoria's electricity network and support the transition to renewable energy.

Located in Victoria's Latrobe Valley near Morwell, the approximately $700 million project represents a significant investment in the state's growing renewable energy and energy storage infrastructure.

Outright Surveying was engaged by Dundrum Civil to provide comprehensive surveying services throughout the earthworks, civil and electrical construction phases. Our team provided survey control, construction setout, machine control support and as-constructed verification across the project.

Site Challenges

The scale and technical complexity of the Wooreen BESS presented a number of significant surveying challenges.

A high density of civil and electrical infrastructure within a relatively compact site footprint created numerous design interfaces, requiring detailed coordination between multiple disciplines to identify potential conflicts and maintain construction tolerances.

The large number of Quantum battery units required precise positioning and verification of extensive electrical conduit and riser infrastructure. With underground services, cable corridors and conduit networks converging throughout the site, accurate survey information was critical to reducing clashes and ensuring infrastructure aligned correctly with its intended connection points.

Large-scale earthworks added another layer of complexity, requiring ongoing survey support, machine control data and verification as the site progressed through successive stages of construction.

Our Approach

Outright provided an integrated surveying service across the earthworks, civil and electrical packages, allowing accurate spatial information to be maintained as construction progressed.

Our team established and maintained survey control across the site and provided machine control models and construction data to support bulk earthworks and civil construction.

Detailed construction setout was undertaken for civil works, underground services, electrical infrastructure and the extensive conduit and riser network servicing the battery units.

Survey information was continually reviewed against the project design, helping identify potential clashes and discrepancies before they impacted construction. Progressive verification and as-constructed surveying also provided the project team with reliable records for quality assurance and project documentation.

Results Delivered

  • Survey control establishment and ongoing management
  • Machine control models and files for bulk earthworks and civil construction
  • Earthworks verification and volume surveys
  • Detailed civil construction setout
  • High-precision setout of electrical conduit and battery riser locations
  • Underground services and cable corridor setout
  • Verification of critical interfaces between civil and electrical infrastructure
  • Design coordination and identification of potential spatial clashes
  • Progressive quality assurance and construction verification surveys
  • Site as-constructed surveys and documentation

Our involvement was integral to the delivery of the earthworks and civil packages, while the accurate setout and verification of the extensive riser network helped facilitate installation of the project's large-scale battery infrastructure.

Wooreen BESS demonstrates our capability to support complex, large-scale energy infrastructure projects where precision, coordination and reliable survey management are critical to successful construction.
